"The sacrament of confirmation is necessary for the completion of baptismal grace. For "by the sacrament of Confirmation, [the baptized] are more perfectly bound by the Church and are enriched with a special strength of the Holy Spirit. Hence they are, as true witnesses to Christ, more strictly obliged to spread and defend the faith by word and deed." (CCC 1285)
Two key points, first the sacrament of confirmation is necessary for the completion of baptismal grace, but secondly it is in the sacrament we receive the fullness of the Spirit. Confirmation provides the spiritual gifts necessary to live out our baptismal calling. The ordinary minister of confirmation is the bishop. There are certain times a priest can confirm in accordance with the law...for example at the Easter Vigil those catechumens receiving the sacraments of initiation, those candidates who were previously baptized in another ecclesial community making a profession of faith, and those in danger of death. In the case of Catholic who received baptism as a child but was never catechized and decides to be confirmed as an adult, they would receive the proper formation in the parish and then would be confirmed by the bishop on the set date (usually around Pentecost).
